The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are delivered from different nations. Immense energy is devoted on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capability provided through up-to-date information. From vantage locations, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Not long after, a large-caliber weapon engaged a aerial vehicle close by, part of a mobile-fire group – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
